About the Project

The new CARB Southern California Headquarters – Mary D. Nichols Campus supports the state of California’s climate initiatives of the highest standards of sustainable practices. The 19-acre, 408,000 SF facility achieved the California Green Building Standards Code (CALGreen) Tier 2 standards and LEED Platinum certification. As the largest and most advanced regulatory vehicle emissions testing and research facility in the world, the facility includes an extended range of dedicated test cells, especially for testing heavy-duty vehicles, an advanced chemistry laboratory and workspace for accommodating new test methods for future generations of vehicles. The project also includes space for developing enhanced onboard diagnostics and portable emissions measurement systems, visitor reception and education areas, a media center, flexible conference areas and a large public auditorium.

 

Solar arrays throughout the campus generate 3.5 megawatts of electricity and a chilled beam temperature management systems provide increased energy efficiency and occupant comfort. A 1.5 MWh battery energy storage system (BESS) is incorporated with the PV system to absorb excess PV and integrates with a power monitoring system to store excessive PV production for use later during peak evening demand periods. Energy generated in test cells is captured by AC dynamometers for direct use or storage in the facility battery system.

About the Project

The design-build project provides a mission critical facility for the Social Security Administration (SSA), comprised of a Data Center, Office Building, Facility Access Center, Warehouse, Service Yard, and Energy Center. The NSC is the first LEED Gold data center for the General Services Administration. The facility complies with Mission Critical Criteria from the Uptime Institute Tier 3 design certification standards and contains the infrastructure necessary to support an IT load of 6 Megawatt (MW), expandable to 10 MW.

 

The NSC is the first LEED Gold Certified data center constructed for the General Services Administration. A large data center by nature consumes a significant amount of energy through the operation of the IT equipment. This presented an opportunity for the design team to reduce the energy usage required for the facility. Significant savings were realized with the use of water-cooled chillers and heat recovery wheels to operate the chillers with little to no load in the data center White Space, while using heat recovery chillers for latent cooling and hot water production. The use of an elevated chilled water supply temperature for sensible cooling allowed the waterside economizer to be used at over 70% of the yearly hours. This central plant design, along with custom computer room air handlers (CRAH) and the associated chilled water distribution system, helped achieve 40% LEED energy savings and 52% EPACT energy savings.

 

Additional efficiency measures include a 1 MW fixed tilt photovoltaic (PV) ground-mounted array. The solar PV system is a 1 MW Direct Current (DC) net metering operation utilizing a bi-directional utility meter, allowing the customer to quantify the amount of power produced versus the power that is imported. The total system is comprised of 75 sub-arrays, each consisting of 56 250-watt rack-mounted modules (manufactured by REC) spread out over approximately four acres of the project site. The sub-arrays are configured into four rows of 14 modules, each facing due south with a fixed tilt angle of 25 degrees on a moderate grade incline of six to 10 percent, which is supported with driven steel piles. Each sub-array is then combined to a single Satcon 1 MW utility-grade inverter with factory integrated/tested step-up transformer, disconnects and power conversion electronics. A solar thermal system produces 30% of the domestic hot water demand for the facility.

The new Airport Police Facility at LAX includes the redevelopment of 12 acres to include a new 165,300 SF headquarters building, a four-story, 340,000 SF parking structure with 863 parking stalls, a 41,000 SF firing range, a 9,000 SF quad area and a series of new indoor and outdoor functional spaces for the Airport Police Division (APD). The new facility was designed and built to CALGreen Tier 1 standards and LEED Silver certification. The facility consolidates eight separate APD resources onto one campus.

About the Project

The South Airfield Complex included the construction of five buildings, an advanced warfare apron and an extensive site and civil package to replace structures damaged by an earthquake in 2019. self-performed structural concrete, including a tilt-up operation of 260 panels. The following project components showcase the level of complexity of this project:

 

P-1900: Hangar 3 Replacement

The Hangar 3 Replacement (P1900) is a high-bay aircraft hangar with maintenance, laboratories and administrative spaces. The building footprint is 186,500 SF.

 

P-1901: Integration Laboratory

The Integration Laboratory (P1901) is more than 75,000 SF of space for research, development and testing.

 

P-1902: Integrated Air Operations and Tower Facility

The Air Operations and Tower Facility (P1902) included a 158’-7” Air Traffic Control Tower housing an eight-sided cab. The administrative footprint nears 17,000 SF for simulations and equipment repair spaces.

 

P-1907: Advanced Warfare Apron

The Warfare Apron (P1907) is part of 1.4 million SF of airfield paving that supports parking for the Unmanned Aerial Systems (UAS) Multi-Level Security Hangar.

 

P-1908: Hangar 2 Replacement

The Hangar 2 Replacement (P1908) supports the Unmanned Aerial Systems (UAS) operation and research development. The project includes above-ground magazines for the future handling of explosives. The entire 58,000 SF of space within the hangar is high security, requiring additional badging.

 

P-1914: Structural / Aircraft Fire and Rescue Station

The Aircraft Fire and Rescue Station (P-1914) is a complete fire station with a taxiway and airfield access. The 20,000 SF space includes a kitchen, parking bays and dormitories. The existing fire station was demolished after the successful move to the new building.

The Mary D. Nichols Campus is the new regional headquarters for the California Air Resources Board (CARB). This project consolidated CARB’s seven locations throughout Los Angeles into a single location in Riverside that houses more than 400 employees. The state-of-the-art facility includes an extended range of dedicated test cells for testing of light to heavy-duty vehicles, an advanced chemistry laboratory and workspace for accommodating new test methods for future generations of vehicles. The project includes space for developing enhanced onboard diagnostics and portable emissions measurement systems, visitor reception and education areas, a media center, flexible conference areas and a large public auditorium.

The new campus is one of the most extensive and advanced vehicle emissions testing and research facilities in the world. It was designed and built to reach the highest possible levels of measured sustainability: LEED Platinum certification, Net Zero Energy and CalGreen Tier 2. It is the largest true Net Zero Energy facility of its type in the world — producing as much energy as it uses.

The unique design provides a seamless consolidation and integration of the office program into a three-story, pinwheel-shaped building that offers vertical connectivity to increase proximity between offices and horizontal connectivity with testing areas, support space and laboratories, resulting in greater flexibility and interaction. This pinwheel concept creates a central command control area that forms the nexus of the new CARB campus. The high-performance campus features ample open and green spaces, as well as nature walks for al fresco breaks and informal meetings alike.

The connector improves the traveler experience with additional ticket counters, baggage carousels, a bus gate and a security checkpoint. The building features both outbound and inbound baggage systems, a loading dock, vertical circulation and building support services rooms. The vertical circulation core provides connectivity between the terminal and the automated people mover. The Terminal 1.5 connector was designed and built to LEED Silver certification and CalGreen Tier 1 standards.

About the Project

As one of the largest infrastructure projects in Los Angeles, the Delta Sky Way Program at Los Angeles International Airport (LAX) began by relocating Delta Air Lines from Terminals 5 and 6 to Terminals 2 and 3, accommodating their growing operations and goal of elevating the guest experience. The overarching vision was to provide a Southern California experience through a light-filled journey that embraced the unique location. The result is a new 27-gate facility consolidating Terminals 2 and 3 and reimagining the customer journey from curb to gate. Guests now enjoy the enlarged concourses with more automated security lanes and gate area seating, spacious hold rooms with daylight and views, state-of-the-art amenities, modernized facilities, a world-class concession program in partnership with Unibail-Rodamco-Westfield (URW) and an award-winning, state-of-the-art Delta Sky Club–one of the largest in Delta’s system.

 

The redevelopment program delivered a holistic operation with shared landside and airside services and a unified customer experience. The consolidated Terminal 3 facility provides direct connections to the Tom Bradley International Terminal via the secure airside connector, eliminating the need for busing between terminals. Serving as the final link at LAX, the Terminal 3 connector allows passengers to move through all terminals on the secure side without having to re-enter through another security checkpoint.

 

The project enables capacity increases for greater passenger throughput and a wider variety and number of aircraft. In addition, upgrades to baggage handling provide consolidated matrix screening to serve both terminals, expedite the passenger experience and make efficient use of personnel and space. Now open, the facility offers an enhanced passenger experience and optimized airline operations.

About the Project​

Services currently maintains a second five-year facility management contract that covers the operations and maintenance of three buildings—two academic and one office for the Avenues World School. This beautiful 320,000 SF campus, located on the western side of midtown Manhattan, serves as a private institution with approximately 1,900 students ranging from pre-K to 12th grade. The Facility Services team provides full-time 24/7 support and maintains all campus grounds, including custodial, landscaping, pest control and snow removal services. Technical services and developed capital program management are delivered throughout the duration of the contract.

About the Project

The Andrews Federal Center Bus Operations and Maintenance Facility project included the design and construction of two buildings in support of the Washington Metropolitan Area Transit Authority’s (WMATA) mixed fleet of transit vehicles. Constructed on 35 acres of land, the new 335,000 SF complex includes a Bus Operating Garage, a Bus Transportation Operations Facility, a Fuel/Wash Building, a Heavy Repair and Overhaul (HR&O) Facility, a Warehouse, a Service Vehicle Building, Bus Engineering, a Guard House, and Pedestrian Bridge. The Bus Operations and Maintenance Facility supports a 175 bus fleet (20% of which would be articulated buses) and operates 24/7.

 

The HR&O Facility supports the entire WMATA fleet of 1,600 buses and operates eight hours a day, five days a week. The Bus Operations and Maintenance Facility includes maintenance, operations, fuel, wash, bus parking, and employee/visitor parking. The HR&O Facility includes bus rehabilitation bays and support spaces (including body repair and paint booths), central warehouse, non-revenue vehicle maintenance, bus engineering, and employee/visitor parking.

About the Project

Meeting the growing need of this border community, the design-build team designed and constructed this seven-story, OSHPD 1, inpatient bed tower. Three floors of the 32-bed unit in Medical-Surgical Nursing make up the bulk of the tower, with patient rooms flanking both the eastern and western sides for views with natural lighting. Each room has three distinct areas for patients, staff and visitors. The central core of the facility houses physician and nursing functions, such as call stations, for quick and effective responses.

 

Within the 106-bed tower, there is a grand two-story lobby on the ground floor, with separate surgery and ICU waiting rooms—placed adjacent to courtyards and healing gardens. Behind a secure, clean corridor, there is a six-unit surgery suite with a hybrid operating room, 24-unit PACU/Pre-Op unit and a 10-bed ICU. The combined surgery and ICU provides adequate nurse staffing and decreased patient movement for a safer environment. To further elevate the experience, the hospital “redefined dining” with a servery located on the top floor, providing 270-degree views of the ocean and chaparral-covered hills.
